Public Works Superintendent

Department: Public Works

Salary Range: 25.00-27.00/hr

Reports to: City Administrator, Mayor, Board of Aldermen

FLSA: Non-Exempt, qualifies for overtime.

Schedule: Full-time; variable, including emergency response and seasonal snow removal.

SUMMARY

The Public Works Superintendent is responsible for overseeing all daily, emergency, and seasonal operations of the Public Works Department and underlying departments. This position oversees and is responsible for planning, organizing, directing, and supervising projects and programs related to city infrastructure. Including but not limited to parks, streets, sidewalks, green spaces, curb &gutter, signs, storm water collection, sewer, and drinking water systems. This role includes supervising staff, managing the departments' budgets, business/contractor/vendor operations, ensuring regulatory compliance, and coordinating maintenance projects to uphold the City's public infrastructure needs.

ESSENTIALJOB FUNCTIONS:

• Reports any and all necessary operations to the City Administrator.
• Serves as the Director of Parks and Recreation and attends all Park Board & Board of Aldermen meetings.
• Oversees the budget for the Street, Sewer, Parks & Recreation, and Water Departments.
• Manages the safety and safe training plans for the Public Works departments.
• Ensures any and all equipment, facilities, and supplies are in working condition and safe for
regular use and operation.
• Implements a safety program by planning and conducting training classes, on the job training, and review of work practices. These topics include proper lifting techniques, equipment operation, first aid, and emergency procedures as deemed necessary in conjunction with the City
Administrator.
• Prepares regular, monthly reports to the City Administrator pertaining to the Department's budget, general accomplishments, state of all equipment, and concerns throughout the city.
• Supervise, train/oversee training, and evaluate all Public Works personnel.
• Oversee the maintenance and repair of all appropriate City Infrastructure, including but not limited to, streets, sidewalks, wastewater/water/sewer, fire hydrants.
• Maintain records and documentation consistent with all federal, state, and local guidelines.
• Supervise contracted maintenance projects and assist with capital improvement projects.
• Direct emergency snow removal.
• Perform additional duties as assigned by the City Administrator, Mayor, or Board of Aldermen.
• Supervise general maintenance of the city.

MINIMUM QUALIFICATIONS

High school diploma or GED required; associate's degree or relevant training preferred.
Valid driver's license with a clean driving record and consistent transportation to and from work.
Five (5) to seven (7) years of experience in municipal public works, or ability to display competency with same.
Knowledge of construction, maintenance, budgeting, and public infrastructure management.
Ability to manage budgets, personnel, problem-solve, and perform operational
logistics efficiently.

KNOWLEDGE, SKILLS, and ABILITIES (KSAs)

• Knowledge of public works safety standards and regulations and ability to lead with a safety-first mindset.
• Strong leadership, communication, and personnel management skills.
• Proficiency in supervising and evaluating staff performance.
• Ability to operate heavy equipment and vehicles for maintenance and snow removal.
• Strong problem-solving and decision-making skills.
• Effective record-keeping and project documentation skills.
• Must be able to control and maneuver a one-ton dump truck, spreader, and plow for snow and ice removal operations.
• Follow all safety rules and regulations laid out by federal, state, and local agencies.

WORK ENVIRONMENT

Hybrid work environment: office and outdoor set tings.
Exposure to inclement weather and hazardous conditions.
Work around mechanical and motorized equipment, including backhoes and loaders.
Occasional irregular hours, weekends, and holidays as necessary in emergencies.

PHYSICAL ABILITIES:

Ability to lift and maneuver heavy objects.
Capacity to work on rugged terrain and in varied weather conditions.
Ability to operate and control vehicles and equipment for public works operations.

Salary: $18.00/hr; plus full benefit program.

The City of Knob Noster is seeking an energetic individual to take on the responsibilities of a Full-Time Maintenance Worker for the Public Works department. Work will include the repair and maintenance of the City’s streets, parks and facilities, assisting with snow plow operations, and general duties as assigned by the Public Works Superintendent. The position requires a high school diploma or equivalent and applicant must be at least eighteen years of age. Minimum qualifications include: knowledge of safe and proper use of hand tools, string trimmers, mowers, powered equipment, trenchers, loaders and tractors. This position will remain open until filled. Candidate must successfully complete a background investigation and pre-employment drug screen.
